If a blue signal is not available for employees performing emergency repairs on, under, or between an engine or rolling equipment coupled to an engine on a main track, the employee controlling the engine must be notified and appropriate measures taken to provide protection for the employees. The terrain can be another reason mechanical employees can't access either end of the train. This also causes blue signals to not be present.
