How must the crossover switches connected to a main track or siding be lined when not in use?

1. One switch can be lined for the siding, the other can be left lined for crossover movement
2. The switches can be left lined out of corresponding position if protection is provided by the dispatcher
3. The crossover switches must be left lined for normal position
4. One switch can be left lined for the main track, the other can be lined for crossover movement
