Controls or devices on rolling equipment that could affect equipment movement must not be changed or operated unless directed by individuals who placed the blue signals or by the employee in charge of workmen. For example, the workman that has blue signal protection may ask the engineer to release the train brakes. The engineer would then be allowed to move the automatic brake valve handle to release since the directions came from the workmen
